Retail report released

Assistant Treasurer Bill Shorten today released the Productivity Commission's final report into the Economic Structure and Performance of the Australian Retail Industry. The full Government response to the report is available on the Treasury website.

As part of its commitment to the retail industry, the Gillard Government will establish the Retail Council of Australia to advise the Government on the future of the sector, he announced. The Council will work closely with the Council of Australian Governments and provide a valuable opportunity for industry to collectively raise their concerns with the Government. The Council will be chaired by the Assistant Treasurer and will include business, industry associations, unions and consumer representatives.

The government will also set up a task force to examine the cost structure surrounding the collecting of GST on imported goods, and at this stage they have no intention of lowering the Low Value Threshold from the current level of $1,000. The task force's final report is due by July 2012.

Australian Bicycling Achievement Awards

The Cycling Promotion Fund has announced that nominations for the 10th Australian Bicycling Achievement Awards have opened.

Since 2002 the Awards have been recognising the contribution of individuals, groups and organisations in promoting bicycling and providing greater opportunities for the community to ride a bicycle.

Recognising the growing support for these awards, the National Heart Foundation is continuing its relationship as the principal sponsor for this year’s awards.

Student jobs saved

The struggle to save student jobs has finally come to an end with Fair Work Australia (FWA) announcing its decision to dismiss the union appeal in the case to reduce minimum shifts for secondary school students.

Secondary school students would now be able to work a minimum of 1.5 hour shifts, rather than the previous three hour minimum which ignored students’ study and schooling commitments. This is a logical decision that means that shifts between the end of school and close of business are available for students who want to get their first experience in the workforce.

RCTA represents bicycle retailers at the Productivity Commission public hearings

The Retail Cycle Traders Australia appeared on Tuesday, along with Bicycle Industries Australia, before the Productivity Commission's public hearing on the Economic Structure and Performance of the Australian Retail Industry. We were supported by Nigel Letty, of the Bicycle Superstore group.
We argued the main issues affecting bicycle retailers and responded to key points in the Productivity Commission's draft report released on 4 August 2011.

2012 Modern Award Review

Commencing 1 January 2012 Fair Work Australia will commence a review of all modern awards, including the General Retail Industry Award 2010 (the Award), in compliance with their statutory obligation under the Fair Work (Transitional Provisions and Consequential Amendments) Act 2009.

The review must consider whether modern awards:

  • achieve the modern awards objective; and
  • are operating effectively, without anomalies or technical problems arising from the Part 10A award modernisation process.
The 2012 Review will represent an opportunity for the RCTA to communicate to Fair Work Australia the difficulties and inflexibilities being presented by the Award in its current form.  It will also, however, represent an opportunity for unions to pursue improvements to overall terms and conditions of employment of employees covered by the Award.

Given the difficult trading environment in which the retail industry is operating we will be working with the Australian Retailers Association in pressing within the review process the need for increased workplace flexibility in order to improve productivity.  Indeed, the Productivity Commission’s recent report on the retail industry noted constraints on the workplace are reducing flexibility and therefore productivity in the workplace.

We will be seeking the views of members in the lead up to the review to identify key issues with the award for the bicycle retailers across Australia and will pursue these issues during the review.  This e-mail address is being protected from spambots.
